Once a person is certain that menstruation has ended and there is sufficient time to perform ghusl and offer the prayer, that prayer becomes obligatory. Therefore, the person must perform ghusl and pray within that time.
If the prayer is not performed within its prescribed time, the person is required to make it up (qada).
