The recipients of zakat are specified in the Qur’an. Giving zakat to those outside these designated categories does not fulfill one’s zakat obligation.Zakat cannot be given to the institutions mentioned. These are entities that provide public services. Therefore, separate funds should be established for such purposes outside of zakat.
